Abstract
The uses of Artificial Intelligence (AI) applications in the public sector are generally recent or experimental. This originality has given rise to positive and negative projections on the use of AI by the State. Amid social fears and hopes projected onto technology, the empirical literature on the use of AI by public agencies has found it challenging to move forward, often being summarised in discussions of pilot projects and speculations about its risks and benefits. Because of that, we still lack concrete references to guide the responsible use of AI in public administration, which poses the following questions: what are the critical institutional factors for such use to be possible? Do local public offices hold bureaucratic capacities to absorb and implement the guidelines that have lately been produced on responsible AI? Rodrigo’s talk explores these questions in light of recent data on the use of facial recognition technologies in public transport in the largest Brazilian cities.
Biography:
Rodrigo Brandão is a PhD researcher in Sociology at the University of São Paulo (USP). He holds a bachelor's degree in Social Sciences, a specialisation degree in Economics and a master's degree in Political Science from USP. Since 2020, he has been a researcher at C4AI USP-FAPESP-IBM, where he investigates the use of Artificial Intelligence applications in the Brazilian public sector, and coordinator of the Innovation and Competitiveness Observatory, where he carries out projects to increase public awareness of Science and Technology topics. Previously, he worked, among other organisations, at the Fernando Henrique Cardoso Foundation, as an assistant coordinator in studies and debates, and at Companhia Siderúrgica Nacional (CSN), as a specialist in government relations.
